Yugoslav Wars and Dayton Peace Agreement

1991-1995

Yugoslavia's political and economic crisis became a series of wars as republics declared independence and nationalist leaders mobilized competing territorial claims. Fighting in Croatia and Bosnia involved sieges, detention camps, forced displacement, ethnic cleansing, and genocide at Srebrenica. International mediation, sanctions, tribunals, and NATO force culminated in the Dayton agreement that ended the Bosnian war.

The Event

Federal institutions weakened after Tito's death amid debt, unemployment, constitutional disputes, and nationalist party competition. Slobodan Milosevic's rise in Serbia and fears among republics and communities eroded confidence that Yugoslavia could be reformed peacefully.

Dayton preserved Bosnia and Herzegovina as a single state divided into two entities with international supervision. It stopped large-scale war but entrenched ethnic power-sharing and difficult governance. The ICTY created a major record of crimes and responsibility, while later conflict continued in Kosovo.

  1. Slovenia Declares IndependenceJune 25, 1991

    Slovenia and Croatia declared independence from Yugoslavia. The Yugoslav People's Army fought a short conflict in Slovenia before a negotiated withdrawal.

  2. Vukovar FallsNovember 18, 1991

    Yugoslav and Serb forces captured Vukovar after a destructive siege. Prisoners and civilians were removed, and more than two hundred people were killed at Ovcara.

  3. Bosnia Recognized and War BeginsApril 6, 1992

    European recognition of Bosnia and Herzegovina coincided with expanding attacks by Bosnian Serb forces. Sarajevo came under siege, and mass displacement spread across the country.

  4. UNPROFOR Expands to BosniaJune 8, 1992

    The Security Council expanded the United Nations Protection Force to support humanitarian deliveries in Bosnia. Its mandate and rules limited its ability to stop territorial conquest and attacks on civilians.

  5. ICTY CreatedMay 25, 1993

    The Security Council established the International Criminal Tribunal for the former Yugoslavia. The court received jurisdiction over grave violations committed since 1991.

  6. Washington AgreementMarch 18, 1994

    Bosnian Croat and Bosniak representatives ended their conflict and created a federation inside Bosnia and Herzegovina. Croatia supported the arrangement under United States mediation.

  7. Srebrenica GenocideJuly 11, 1995

    Bosnian Serb forces captured the UN-declared safe area of Srebrenica and killed more than eight thousand Bosniak men and boys. Women, children, and elderly people were forcibly transferred.

  8. Dayton Agreement InitialedNovember 21, 1995

    The presidents of Bosnia and Herzegovina, Croatia, and Serbia initialed the General Framework Agreement at Dayton. The final agreement was signed in Paris on December 14.

Realism

Slovenia Declares Independence

Slovenia was ethnically homogeneous, on the border with Austria and Italy, and had no Serb population to protect, so Belgrade fought for ten days and let it go. The decision to concede here and fight elsewhere was a calculation about which territory was worth an army.

Vukovar Falls

An eighty-seven day siege destroyed a town of fifty thousand and demonstrated to every other community what resistance would cost. Sieges of this kind are conducted for their demonstration effect as much as for the ground, and the message was received across Croatia and Bosnia.

Bosnia Recognized and War Begins

Bosnia had no army, its territory was indefensible and its three communities were armed to very different degrees. Recognising it as a state did not give it the means to be one, and the war that followed was fought over whether it would exist at all.

UNPROFOR Expands to Bosnia

The force was authorised to escort aid and not to stop the war, which meant it fed people while their towns were taken. Sending soldiers with a mandate that excludes the purpose everyone can see is a way of appearing to act, and it was understood that way.

ICTY Created

The Council created a court while declining to stop the killing, and the tribunal's establishment was widely read at the time as a substitute for action. A gesture that costs little may nonetheless produce an institution of real consequence, which is what happened here.

Washington Agreement

American pressure ended the Croat-Bosniak war and created a single opponent for the Bosnian Serbs, changing the military balance decisively. Turning two of three belligerents into one is the manoeuvre that made the eventual settlement possible, and it was a power-political intervention.

Srebrenica Genocide

A United Nations safe area was taken by a force of a few thousand while a Dutch battalion of six hundred lightly armed troops watched, air support having been refused. Guarantees without capability behind them fail at the moment they are tested, and this is the definitive case.

Dayton Agreement Initialed

Three presidents were confined to an Ohio air base for twenty-one days after NATO bombing and Croat-Bosniak offensives had changed the map. The settlement recorded a balance newly created by force, which is why it succeeded where three years of proposals had failed.

Neorealism

Slovenia Declares Independence

Yugoslavia's coherence had rested on Tito, on the threat from both blocs and on external credit, and by 1991 all three had gone. States held together by an external pressure tend to come apart when it lifts, and the Cold War's end removed the pressure across eastern Europe.

Vukovar Falls

The Yugoslav army inherited the federation's weapons and Croatia had almost none, and an arms embargo imposed on all parties froze that asymmetry. Neutral measures applied to unequal parties entrench the inequality, which was the embargo's practical effect throughout.

Bosnia Recognized and War Begins

Bosnia's Serbs had the federal army's weapons and Belgrade's support; the government had neither and was denied arms by the embargo. The military imbalance at the outset determined the map for three years, and every diplomatic proposal reflected the ground rather than the principle.

UNPROFOR Expands to Bosnia

Peacekeepers on the ground became hostages, and the fear of losing them constrained the air power that might have changed the situation. Deploying vulnerable forces without the will to protect them creates a hostage problem that paralyses the states that sent them.

ICTY Created

The tribunal had no police and depended on states to arrest suspects, so its early years produced few defendants. Enforcement of international criminal law runs through the capabilities of states, and it improved only when NATO forces in Bosnia began making arrests.

Washington Agreement

Croatia was permitted to rearm and to train, and its offensives in 1995 shifted the territorial position that Dayton then froze. The diplomacy followed the balance, and the balance was altered deliberately by the state doing the mediating.

Srebrenica Genocide

Requests for close air support went through a dual-key procedure requiring both United Nations and NATO approval, and were delayed and refused. Command arrangements designed to reassure contributing states prevented the force from acting when acting mattered.

Dayton Agreement Initialed

Two weeks of NATO air strikes did what three years of diplomacy had not, because they altered what the Bosnian Serb leadership could expect. Coercion and negotiation worked together here, and neither would have produced the agreement alone.

Liberalism

Slovenia Declares Independence

Slovenia and Croatia held referendums with overwhelming majorities for independence, invoking the self-determination that the federal constitution itself acknowledged. Every party could cite a principle, and the question of which unit holds the right to self-determination has no legal answer.

Vukovar Falls

Two hundred and sixty patients and staff were taken from the hospital and killed at Ovcara, an atrocity documented in detail and later prosecuted. Establishing the record at the time made the prosecutions possible, which is an argument for observers even where they cannot protect.

Bosnia Recognized and War Begins

A referendum boycotted by one of three constituent peoples produced a majority for independence, which was constitutionally proper and politically fatal. Majority procedures in a society divided three ways deliver outcomes that a third of the population regards as illegitimate.

UNPROFOR Expands to Bosnia

Western publics saw camps, shelled markets and besieged cities nightly and demanded that something be done, and their governments did the minimum that looked like something. Opinion produced humanitarian action precisely because it was cheaper than the military action opinion was actually demanding.

ICTY Created

The court gave victims a forum and produced an evidentiary record of enormous scale, including the testimony of thousands of witnesses. Whatever its limits, it established facts in a form that political denial has not been able to dislodge.

Washington Agreement

The federation created cantons, power sharing and complex guarantees for two communities that had just been fighting. Constitutional engineering of this kind can stop a war and it produces governments that are slow, expensive and prone to deadlock.

Srebrenica Genocide

More than eight thousand men and boys were separated, transported and killed over several days, and the women and children were expelled. This was administered rather than chaotic, requiring buses, lists and burial sites, and the organisation is what made it a genocide in law.

Dayton Agreement Initialed

The agreement created a state with two entities, three presidents, thirteen governments and a high representative able to override them all. It ended the war and produced a constitution so complex that thirty years later the country still cannot function normally.

Slovenia Declares Independence

The European Community's Badinter Commission ruled that Yugoslavia was in dissolution and that republic borders would become international ones. That rule determined the shape of the wars, since it made Bosnia's borders inviolable and its internal divisions irrelevant in law.

Vukovar Falls

European monitors and mediators were present throughout the siege, negotiating a succession of ceasefires that were announced and then broken within days. Mediation without leverage produces agreements that document the parties' stated intentions and change nothing whatever about their conduct, and fourteen such ceasefires were signed during 1991 alone.

Bosnia Recognized and War Begins

Recognition proceeded on the Badinter criteria without any mechanism to protect the state being recognised. Conferring status without capacity or protection created an internationally recognised state under immediate siege, which is a considerable institutional failure.

UNPROFOR Expands to Bosnia

Safe areas were declared for six towns without the troops the commander said were needed to defend them, a fraction of which were provided. Creating an obligation without resourcing it is worse than declining it, because it induces reliance that cannot be honoured.

ICTY Created

Creating the tribunal by Security Council resolution rather than by treaty was legally innovative and much faster, and the same device was used for Rwanda a year later. Institutional improvisation under Chapter VII created the precedent that led to the permanent court.

Washington Agreement

The agreement bundled a ceasefire, a constitution and a confederation with Croatia into a single package, so that each party's gain was contingent on the others. Linking concessions across issues is how mediators create bargains that unbundled negotiation cannot reach.

Srebrenica Genocide

Dutch, French and United Nations inquiries afterwards each documented institutional failure, and the Dutch government resigned in 2002 over its report. Accountability arrived years later and reached the sending states as well as the perpetrators, which is unusual.

Dayton Agreement Initialed

Dayton bundled military annexes, a constitution, refugee return, elections, human rights machinery and an implementation force into one instrument with a single signature. Comprehensive packaging is why it held: no party could accept part and reject the rest.

Slovenia Declares Independence

Recognition was the instrument that mattered, and Germany's pressure for early recognition of Slovenia and Croatia has been argued about ever since. Deciding when an entity becomes a member of international society is among the society's most consequential collective acts.

Vukovar Falls

This was the first European city destroyed by artillery since 1945, and it was done in front of monitors from the states that had spent forty years building the continent's security order. That the society could observe and not act defined the next four years.

Bosnia Recognized and War Begins

A member of the United Nations was attacked, besieged and partitioned by force while the society of states debated whether this was a civil war or an aggression. The category chosen determined what response was owed, and the ambiguity was convenient.

UNPROFOR Expands to Bosnia

The society of states substituted humanitarian relief for the protection its own rules implied it owed a member under attack. That substitution, aid instead of enforcement, became the defining criticism of the 1990s and drove the later doctrine of responsibility to protect.

ICTY Created

The first international criminal tribunal since Nuremberg was created for a conflict in Europe, and it revived a dormant principle after forty-eight years. International society reactivated individual criminal responsibility, and it has not since been able to put it away.

Washington Agreement

The United States displaced the Europeans as the mediator in a European war, having spent three years declining involvement. Who mediates is a question about standing in international society, and the transfer here was noticed in every European capital.

Srebrenica Genocide

The tribunal and the International Court of Justice both found genocide, the only such finding for the Yugoslav wars. International society named the crime and thereby accepted that its own failure to prevent it engaged the Genocide Convention's duty.

Dayton Agreement Initialed

The settlement preserved Bosnia's international borders while conceding almost everything about its internal structure to the parties that had fought to divide it. International society defended the shell of sovereignty and accepted a hollowed-out interior.

Constructivism

Slovenia Declares Independence

A decade of nationalist media, historical grievance and manufactured fear had already made the federation's shared identity unavailable. Yugoslavia did not dissolve because of ancient hatreds but because political entrepreneurs had spent years constructing the categories that made it impossible.

Vukovar Falls

Vukovar became a founding trauma of Croatian national identity and is commemorated annually, its ruined water tower left standing. What such a place is made to mean afterwards shapes politics for decades, and it was preserved deliberately.

Bosnia Recognized and War Begins

Ethnic cleansing entered the language here, a term coined to describe the deliberate removal of populations to make territory homogeneous. Naming the practice was a precondition for treating it as a crime, and the naming happened during the events.

UNPROFOR Expands to Bosnia

Calling places safe areas created an expectation among the people sheltering in them that proved false. Words used by international institutions carry promises, and the gap between the promise and Srebrenica is the reason the term is now avoided.

ICTY Created

Indicting sitting heads of state and eventually trying Milosevic changed what political leaders could assume about their own immunity. The expectation of impunity, which had been near-absolute, became merely probable, which is a real change.

Washington Agreement

Bosniaks and Croats had fought a vicious war within the larger one, including the destruction of the bridge at Mostar. Reconstituting them as partners required a reframing imposed from outside, and the federation's institutions have carried the strain ever since.

Srebrenica Genocide

Srebrenica became the reference case for every subsequent argument about intervention, invoked in Kosovo, in Darfur and in Libya. What the massacre came to signify, the cost of standing by, changed the politics of intervention for a generation.

Dayton Agreement Initialed

Dayton froze the wartime ethnic map into constitutional categories, making Bosniak, Serb and Croat the basic units of citizenship. Institutionalising the identities the war produced was the price of peace, and it has made overcoming them structurally impossible.
