Syrian Uprising and War

2011-2023

Peaceful protests against Bashar al-Assad's government in 2011 met lethal repression and developed into a fragmented war involving government forces, opposition groups, Kurdish-led forces, jihadist organizations, and foreign states. Cities were besieged and destroyed, chemical weapons were used, and millions were displaced. Russian and Iranian intervention preserved the government while diplomacy failed to produce a national settlement.

The Event

The Assad state combined authoritarian rule, security services, patronage, and limited economic reform. Drought, rural migration, inequality, corruption, and political exclusion contributed to discontent, while the Arab uprisings supplied a regional language and example for protest.

The war killed hundreds of thousands, displaced more than half the prewar population, fragmented sovereignty, and internationalized Syrian territory. By 2023 front lines had largely frozen, but detention, sanctions, refugee return, reconstruction, accountability, and political transition remained unresolved before the government's sudden fall in 2024.

    Demonstrations spread in Daraa after the detention and abuse of schoolchildren. Security forces killed protesters, and funerals became new rallies across the country.

    Defecting officers announced the Free Syrian Army and called for armed resistance to the government. Opposition forces remained decentralized and unevenly coordinated.

  3. Battle of Aleppo BeginsJuly 19, 2012

    Opposition fighters entered Aleppo, and prolonged urban combat divided the city. Government aircraft and artillery caused extensive destruction, while supply routes crossed the Turkish border.

  4. Ghouta Chemical AttackAugust 21, 2013

    Rockets carrying sarin struck opposition-held areas near Damascus and killed large numbers of civilians. A United States-Russian agreement then led Syria to join the Chemical Weapons Convention and declare its stockpile.

    The Islamic State declared a caliphate across territory it controlled in Syria and Iraq. Its rule involved mass killing, slavery, persecution, and destruction of cultural sites.

    Russia began an air campaign at the Syrian government's request and deployed personnel and equipment. Strikes targeted Islamic State positions and a wide range of other opposition forces.

    The government regained all of Aleppo after siege, bombardment, ground assaults, and an evacuation agreement. Civilians and opposition fighters were transported to opposition-held areas.

    Russia and Turkey agreed to a ceasefire in Idlib after direct clashes and displacement. Major front lines then changed relatively little through 2023, although strikes and local fighting continued.

Realism

Daraa Protests and Crackdown

The regime's core calculation was that any concession would be read as weakness and would end it, so it used lethal force immediately and continuously. That judgment was probably correct about its own survival, and it destroyed the country.

Free Syrian Army Announced

Defecting officers formed an army with no unified command, no reliable supply and no single sponsor, and it was outgunned from the start. Insurgencies of this kind survive on external support, and the support that came was fragmented among competing donors.

Battle of Aleppo Begins

Opposition forces took half a city they could not supply against an enemy with aircraft and artillery, and held it for four years at enormous cost. Seizing terrain you cannot sustain converts a mobile insurgency into a static target.

Ghouta Chemical Attack

A stated red line was crossed and the threatened strikes did not follow, and the regime drew the obvious conclusion about what else it could do. Credibility is spent by declaring commitments and not honouring them, and the cost here was paid over the following decade.

Islamic State Declares Caliphate

A movement built from the wreckage of the Iraqi Baath and the Syrian war took territory across two states and governed it. Its rise followed directly from the vacuum created in Iraq in 2003 and enlarged in Syria after 2011.

Russia Intervenes

Thirty aircraft and a few thousand personnel changed the war's outcome, because they supplied the one capability the regime lacked and the opposition could not counter. A modest commitment at a decisive point outperformed vastly larger Western expenditure elsewhere.

Eastern Aleppo Falls

Siege, bombardment and an evacuation agreement produced the regime's decisive victory, and after Aleppo the war's outcome was settled. Method matters less than result in this account, and the result was that the government survived.

Front Lines Largely Freeze

Two external powers negotiated a ceasefire directly with each other, and the Syrian parties were informed of it. By 2020 the war's disposition was determined in Moscow and Ankara, which is what happens when a civil war becomes a theatre for other states.

Neorealism

Daraa Protests and Crackdown

Syria's officer corps was drawn heavily from a minority community whose position depended entirely on the regime, so the army did not fracture as Tunisia's and Egypt's had. Coup-proofing by communal recruitment made the state far harder to dislodge.

Free Syrian Army Announced

Turkey, Qatar and Saudi Arabia backed different factions for their own reasons while Russia and Iran backed one government with a single purpose. Unity of effort on one side against multiplicity on the other decided the war more than any battle.

Battle of Aleppo Begins

The regime's decisive advantage was air power, which no opposition sponsor was willing to counter with anti-aircraft weapons for fear of where they would end up. That single restraint by outside backers determined the shape of the war for a decade.

Ghouta Chemical Attack

The Russian proposal to remove the stockpile gave Washington an exit from a strike it had decided against, and gave Moscow a central role in the diplomacy. One state's reluctance was converted by another into a lasting position in the conflict.

Islamic State Declares Caliphate

The declaration of a caliphate rejected the states system itself, claiming authority over all Muslims and erasing the border between Iraq and Syria on camera. This was a challenge to the units of the system rather than to their arrangement.

Russia Intervenes

Russia acquired a Mediterranean base, a demonstration of expeditionary capability and a position in every subsequent negotiation about Syria. The intervention purchased standing in the region at a cost the Russian budget could absorb indefinitely.

Eastern Aleppo Falls

The opposition's external backers were not prepared to match Russian escalation, and once that was clear the outcome followed. Wars between clients are decided by which patron will pay more, and the answer had become obvious a year earlier.

Front Lines Largely Freeze

Turkey and Russia clashed directly, killed each other's personnel and then agreed a line, because neither wanted a war with the other over Idlib. Escalation control between two states with opposed clients is what actually froze the front.

Liberalism

Daraa Protests and Crackdown

Fifty years of emergency law, an omnipresent security apparatus and a hereditary presidency had eliminated every mechanism for expressing dissent. The absence of any institution capable of absorbing grievance is what converted a local incident into a national crisis.

Free Syrian Army Announced

Militarisation shifted the conflict from a civic movement with mass participation to an armed contest among factions, which sidelined the civil opposition permanently. Once a revolution takes up weapons, the people with weapons make the decisions.

Battle of Aleppo Begins

Aleppo was Syria's commercial capital, and its business class had largely stayed with the regime until the fighting reached them. The war's social geography, which classes and communities aligned where, explains its course better than any map of front lines.

Ghouta Chemical Attack

The British parliament voted against participation and the American president then sought a congressional vote he was likely to lose. Legislatures in two democracies prevented military action their executives had decided upon, which is rare and consequential.

Islamic State Declares Caliphate

Its rule involved mass killing, the enslavement of Yazidi women, systematic persecution and the destruction of cultural sites, all documented by the organisation itself. Whatever else it was, it was a government that recorded its own crimes.

Russia Intervenes

The operation was presented domestically as a counter-terrorism campaign against Islamic State while most strikes fell on other opposition forces. Justification aimed at a domestic audience diverged from the operation's actual targeting, which was documented at the time.

Eastern Aleppo Falls

Tens of thousands were bussed out under an agreement that transferred a population rather than protecting it in place. Evacuation as a solution to a siege legitimises the siege, and the practice spread across Syria after Aleppo.

Front Lines Largely Freeze

Millions remained displaced, much of the country was destroyed, and no political process addressed the demands that had started the uprising. The war ended as a frozen arrangement between outside powers rather than as any settlement among Syrians.

Neoliberalism

Daraa Protests and Crackdown

Funerals became the next demonstrations because mourning could not easily be banned, so each killing generated the assembly that produced the next. The regime's method supplied its opposition with a recurring, legitimate occasion to gather.

Free Syrian Army Announced

Competing external sponsors funded competing brigades, creating an incentive to fragment rather than to merge, since each new group could seek its own patron. The structure of the funding produced the disorganisation everyone then deplored.

Battle of Aleppo Begins

Cross-border supply through Turkey sustained the opposition and made the war's course dependent on decisions in Ankara. Insurgencies live on logistics, and the state controlling the border controls the insurgency more than its own commanders do.

Ghouta Chemical Attack

Syria joined the Chemical Weapons Convention and its declared stockpile was removed and destroyed, which is a real achievement. Chlorine attacks continued afterwards, so the regime constrained one category of weapon and not the conduct it was meant to prevent.

Islamic State Declares Caliphate

It ran taxation, courts, oil sales and a bureaucracy, which is why it held territory for years rather than months. Insurgent administration is what distinguishes a proto-state from a militia, and it also created the revenue that the coalition then targeted.

Russia Intervenes

Deconfliction arrangements were negotiated with the United States to prevent aircraft from colliding, an agreement between adversaries covering a narrow technical matter. Such arrangements function precisely because they are limited to what both sides need.

Eastern Aleppo Falls

The evacuation was negotiated between Russia and Turkey with the United Nations largely absent from the arrangement. Who brokers a deal determines whose interests it reflects, and by 2016 the brokers were the two states with forces on the ground.

Front Lines Largely Freeze

Three separate processes ran in parallel, Geneva under the United Nations and Astana under Russia, Turkey and Iran, with the second doing the work. When a forum excludes the parties with forces on the ground, another forum is created that includes them.

Daraa Protests and Crackdown

Condemnations, envoys and observer missions followed over the next year, and each was obstructed or ignored. International society's instruments short of force were tried systematically in Syria and comprehensively failed, which is worth recording precisely.

Free Syrian Army Announced

Recognising the opposition coalition as the legitimate representative of the Syrian people, as many states did, conferred a status without conferring any capacity. Recognition unaccompanied by material support is a gesture, and it was understood as one in Damascus.

Battle of Aleppo Begins

Barrel bombs dropped on residential districts and sieges used against civilian populations breached the clearest rules of armed conflict, repeatedly and on the record. The law here is not ambiguous and the breaches were documented in extraordinary detail by commissions, journalists and the participants themselves. It was enforced nowhere, and the record now exists mainly as material for prosecutions that may never happen.

Ghouta Chemical Attack

The prohibition on chemical weapons is among the oldest and most widely accepted in international society, dating to 1925. Its violation on this scale, followed by a negotiated disarmament rather than a penalty, tested what the norm actually requires.

Islamic State Declares Caliphate

A coalition of more than sixty states formed against it, including several that agreed on nothing else in the region. International society coordinates readily against an actor that rejects its basic terms, and with great difficulty against one that does not.

Russia Intervenes

The intervention was at the invitation of the recognised government, which made it lawful in a way the opposition's foreign support was not. Sovereignty supplies a decisive legal advantage to whoever holds the seat, however they behave.

Eastern Aleppo Falls

Starvation of civilians as a method of warfare is prohibited, and sieges were used systematically throughout the war by the government and occasionally by others. The prohibition was clear, documented breaches were extensive, and enforcement was nil.

Front Lines Largely Freeze

A member state was carved into zones of foreign influence with Turkish, Russian, American and Iranian forces present, while its sovereignty was formally affirmed by everyone. The gap between the legal position and the facts was total and untroubling.

Constructivism

Daraa Protests and Crackdown

The slogan on the wall in Daraa was the one from Egypt, that the people want the fall of the regime, written by teenagers who had watched it on television. A phrase travelled and the response to it started a war.

Free Syrian Army Announced

Both sides needed the other to be what they said it was: the regime needed terrorists, the opposition needed a unified revolution. Neither description was accurate in 2011, and the war made both of them progressively more true.

Battle of Aleppo Begins

The destruction of a city with a continuous six-thousand-year history was recorded and broadcast as it happened. That the documentation was more comprehensive than for any previous war and produced no protective response is the period's bleakest fact.

Ghouta Chemical Attack

Chemical weapons kill a fraction of those killed by conventional bombardment in Syria, and they alone triggered a threat of intervention. The category matters more than the casualties, which tells you these norms are about meaning rather than harm.

Islamic State Declares Caliphate

Recruitment from Europe, Central Asia and North Africa was achieved through an online project of extraordinary sophistication offering meaning and belonging. The appeal was not primarily material, and counter-measures aimed at material factors largely missed it.

Russia Intervenes

Moscow framed the intervention as defending state sovereignty against externally sponsored regime change, a position with real resonance among governments that feared the same. The argument found support well beyond the states that supported Assad, because many governments had watched Libya and concluded that protecting civilians could become a licence to remove any government the Council disliked.

Eastern Aleppo Falls

Aleppo became the symbol of international failure to protect, joining Srebrenica and Rwanda in the vocabulary of inaction. Whether that comparison produces a different response next time is the question the sequence keeps posing and never answers, since each case is argued as exceptional at the moment it occurs and joins the list afterwards.

Front Lines Largely Freeze

By 2020 Syria had largely disappeared from Western political attention while the conditions producing it remained. What an issue is understood to be, urgent or intractable, determines whether anything is attempted, more than any assessment of what could be done.
