Russia's Full-Scale Invasion of Ukraine

Recognition of the two entities created a legal pretext for sending forces to defend them, and it discarded eight years of the Minsk framework in an afternoon. The step was preparation rather than policy, taken three days before the invasion it was designed to justify.

The largest interstate invasion in Europe since 1945 was launched on the assumption that the government would collapse within days. It rested on a catastrophic assessment of Ukrainian cohesion, produced by an intelligence system that had learned to report what was wanted.

Russian forces withdrew from the north after failing to take the capital, ending the attempt at regime change and converting the war into a territorial one. The objective changed because the original one had proved unattainable, not because anyone chose a new strategy.

A specific capability transferred at a specific moment changed what was operationally possible, and the debate in supporting capitals about which systems to send was therefore a debate about the war's course rather than a technical matter.

Declaring the territory Russian was accompanied by statements that it would be defended by all available means, an implied nuclear threat. Extending a deterrent over contested ground is an attempt to convert a conventional weakness into a strategic constraint on the opponent.

Artillery ammunition production became the decisive variable, and Western industrial capacity had been allowed to atrophy after the Cold War. Capability in a long war is measured in factories, and the rebuilding takes years that a war does not allow.

The decision was announced after a televised security council meeting in which officials endorsed it one by one, visibly under pressure. A system with no constraint on the executive produced a decision that a wider deliberation might have stopped.

The theatre sheltering civilians was struck despite the word for children written in Russian outside it, visible from the air. Whatever the explanation, the incident became the war's most cited instance of civilian harm and shaped opinion across Europe.

Accession requires judicial reform, anti-corruption institutions and administrative capacity, which Ukraine must build while fighting. The conditionality is a powerful instrument for domestic reform and a demanding one to apply to a country under invasion.

Russia announced partial mobilisation within three weeks of the withdrawal, and hundreds of thousands left the country. Bringing the war home to a population that had been insulated from it produced the regime's first serious domestic difficulty.

Referendums were conducted in days under occupation with soldiers accompanying ballot boxes, and reported margins above ninety per cent. The surrender was negotiated through the International Committee of the Red Cross and the United Nations, with prisoner exchanges following months later. Humanitarian intermediaries functioned even between parties in total conflict, which is the institution's central purpose.

The Union deployed instruments it had never used at this scale: temporary protection for refugees, financing for weapons through the peace facility, and joint procurement. Institutional improvisation under pressure produced tools that have since become permanent.

Weapons were supplied through coordinated contact groups meeting monthly, matching requests to donors and organising training. Sustaining a war by committee across thirty states required machinery that did not exist in February and worked by September.

Non-recognition was near-universal and immediate, and the General Assembly condemned the annexations by one hundred and forty-three votes. The machinery of collective non-recognition operated faster and drew more support than in 2014, which suggests that repeated use of the same instrument against the same state does accumulate something, even without reversing anything.

Drones costing a few hundred dollars destroyed vehicles costing millions, and both sides restructured their forces around them within two years. Adaptation at that speed is unusual and has changed the assumptions of every military watching.

Recognising separatist entities within a member state's borders violates the rule against interference that Russia had itself invoked in Kosovo and elsewhere. The inconsistency was noted immediately by states that had heard the earlier argument.

A permanent member of the Security Council invaded a neighbouring member state, which the organisation was designed to prevent and is constitutionally incapable of addressing. The Charter's central prohibition was breached by one of its guarantors.

Deliberate killing of civilians in occupied territory breaches the most settled rules of armed conflict, and the response was documentation and indictment rather than protection. International society's instruments operate after the fact, which is their permanent limitation.

Siege warfare against a city containing civilians engages the clearest prohibitions in the law of armed conflict, and it has been used repeatedly in this century. That the practice keeps recurring despite unambiguous law is the pattern of the period.

Membership in the European order was offered as a form of recognition of what Ukraine had claimed to be for two decades. Admission to a society of states is the strongest endorsement its members can give, and it was given here as a political act.

Supplying arms to a state defending itself against invasion is lawful and was described in those terms throughout. The distinction between assisting self-defence and becoming a party to the conflict was maintained carefully by every government involved.

Acquisition of territory by force is prohibited absolutely, and this was the largest such attempt in Europe since the Second World War. International society's response, denial of legitimacy without capacity to reverse, is the same instrument it has used for a century.

Two states have fought a large interstate war in Europe for years with no serious mediation process and no forum in which it could occur. International society's conflict management capacity, when a permanent member is a party, is effectively zero.

Attention in supporting states declined as the war became routine, which affects the political sustainability of assistance more than any strategic assessment. Wars end partly when audiences stop watching, and that dynamic favours the side that can ignore its own public.
