Creation of the Nuclear Non-Proliferation Treaty Regime

1957-1970

As nuclear weapons spread beyond the first two superpowers, governments negotiated a treaty built on non-proliferation, peaceful nuclear cooperation, safeguards, and a commitment to pursue disarmament. The NPT opened for signature in 1968 and entered into force in 1970. Its near-universal membership created the central global nuclear regime while preserving a contested distinction between five recognized nuclear-weapon states and others.

The Event

The United States, Soviet Union, United Kingdom, France, and China had tested nuclear weapons by 1964, while several additional states possessed advanced programs. The Cuban Missile Crisis and atmospheric testing strengthened pressure for arms-control measures that reduced risks without requiring immediate disarmament.

The NPT constrained proliferation and supported inspection and peaceful cooperation, but India, Israel, and Pakistan never joined, and North Korea announced withdrawal. Disputes over disarmament, safeguards, nuclear sharing, technology access, and compliance remain central to the regime's legitimacy.

Realism

IAEA Statute Enters Force

An agency to promote peaceful nuclear power and to inspect it was proposed by the state with the largest arsenal, which wanted the technology spread on terms it could monitor. Atoms for Peace was a strategy for shaping diffusion rather than preventing it.

Irish Resolution Proposed

A small neutral state with no nuclear programme proposed the first serious non-proliferation measure, precisely because it had nothing to give up. Initiatives of this kind come from states whose disinterest is credible, which is one of the few advantages of being small.

Irish Resolution Adopted

Unanimous adoption cost nothing and committed nobody, and it took seven more years to produce a treaty. What the resolution supplied was a mandate, which negotiators could point to when their own governments preferred delay.

Partial Test Ban Treaty

Signed ten months after the Cuban crisis by three governments that had just frightened themselves, the treaty banned the tests that were politically costly and permitted those that were militarily useful. Arms control agreements are reached where the constraint is affordable.

China Tests Nuclear Device

China built a bomb after the Soviet Union withdrew its assistance, at enormous cost to an economy still recovering from famine. A state that judges its survival to depend on the weapon will acquire it regardless of expense, which is the standing limit on any non-proliferation regime.

The two superpowers negotiated the text between themselves and presented it jointly, which is how the treaty was possible at the height of the Cold War. On this one subject their interests aligned exactly, and the rest of the world negotiated with a united front.

Both superpowers had an interest in limiting the number of nuclear states, since additional arsenals complicate deterrence for everyone above them. Non-proliferation is the rare issue where a bipolar rivalry produces convergent preferences, and the treaty exists because of it.

By 1961 four states had tested and several more were capable, so the window for limiting the club was closing. The treaty's eventual line between nuclear and non-nuclear states was drawn where the distribution happened to be, which is why it is resented as arbitrary.

The campaign against atmospheric testing was driven by evidence of strontium in milk and children's teeth, which made an abstract danger tangible to voters. Scientific evidence mobilising publics is what produced the political space for the negotiation.

China Tests Nuclear Device

China had no public debate about the programme and no domestic constraint on the resources devoted to it. Closed systems can sustain expensive long-term projects that accountable ones find harder, and this is one of the few genuine advantages such systems have.
