Korean War

1950-1953

North Korean forces invaded South Korea in June 1950, prompting a United Nations-authorized defense led by the United States. The front moved from the Pusan perimeter to the Chinese border and back after Chinese intervention. Armistice negotiations accompanied two years of attritional fighting, and the 1953 agreement created a demilitarized zone without a peace treaty.

The Event

Soviet and American occupation zones became separate governments claiming authority over all Korea. Border clashes, internal repression, guerrilla conflict, and superpower support preceded the northern invasion. The Soviet boycott of the Security Council allowed resolutions authorizing assistance to South Korea to pass.

The armistice preserved two Korean states, entrenched United States alliances in East Asia, intensified Sino-American hostility, and militarized the Cold War. Families remained divided, the peninsula heavily armed, and periodic crises continued in the absence of a political settlement.

Realism

North Korea Invades

Kim Il-sung asked Stalin repeatedly for permission and got it once the Soviet Union had a bomb and China had fallen, which is when the risk looked acceptable. Aggression follows an assessment of what the other side will tolerate, and Acheson's speech excluding Korea from the American defensive perimeter fed that assessment.

Pusan Perimeter Held

Everything depended on holding a port. With Pusan the Americans could land divisions and supplies; without it there was no way back onto the peninsula. Wars in which one side must arrive by sea turn on a single piece of ground, and both commanders knew which one.

Inchon Landings

An amphibious landing behind the enemy at a port with thirty-foot tides and a sea wall was rejected by almost every planner, and it worked. It is the strongest case in modern war for the proposition that individual judgment can override the odds, and it made MacArthur unmanageable.

UN Forces Cross the Parallel

Crossing converted a defensive war that had succeeded into an offensive war that failed. Beijing warned repeatedly through Indian channels that it would intervene if the parallel were crossed, and the warnings were dismissed as bluff. Discounting an opponent's stated redline is a recurrent and expensive error.

China Enters the War

Three hundred thousand men crossed at night, undetected, and struck an army strung out along mountain roads in winter. The intervention restored the parallel within ten weeks and cost China enormously. It was a decision to accept great cost for a buffer, and Beijing made it deliberately.

MacArthur Dismissed

A theatre commander publicly demanded escalation against China including possible nuclear use, and the president removed him. Whatever the strategy, a government cannot conduct a limited war with a commander campaigning against limitation. Control of the instrument is the precondition of using it.

Armistice Talks Begin

Talks opened while both sides continued attacking for two more years, because each was fighting to improve the line the armistice would freeze. Negotiating and fighting are the same activity in these circumstances, and the battlefield was where the terms were being written.

Korean Armistice Signed

The line finished roughly where it started, after three years and around three million dead. South Korea refused to sign and the document remains an armistice rather than a peace. Wars fought to a draw settle the military question and leave the political one exactly where it was.

Neorealism

North Korea Invades

Korea had been divided by the accident of two armies meeting in 1945, leaving two states each claiming the whole peninsula with a superpower behind it. Partition without settlement creates a permanent invitation, and the structure of the division made some version of this war close to inevitable.

Pusan Perimeter Held

The North Korean army outran its supply lines while its opponent shortened his, and the material balance inverted within six weeks. Advance is a cost as well as a gain: the deeper an offensive goes, the weaker it becomes relative to a defender falling back on his base.

Inchon Landings

The landing severed the supply route on which the entire North Korean position rested, and the army in the south disintegrated within two weeks. Modern forces are hostages to their logistics, and an operation that cuts them can destroy an army without fighting it.

No great power tolerates a hostile army on its border, and China had just fought a civil war and had industry in Manchuria within bomber range. The intervention was a structural response any Chinese government would have made, which is precisely why the warnings were credible.

China Enters the War

A new and weak state took on the strongest power in the world within a year of its founding, because the alternative was an American ally on the Yalu. States accept extraordinary risks to prevent a hostile presence on their frontier, and capability calculations do not predict this behaviour well.

MacArthur Dismissed

Widening the war to China risked bringing in the Soviet Union under the treaty signed the previous year, and Europe was the theatre that mattered. Washington subordinated Asia to the central balance, which is the same judgment it made repeatedly for the next forty years.

Armistice Talks Begin

Neither side could win and both could sustain the war, which is the condition under which conflicts last longest. A stalemate between opponents with adequate resources produces attrition, and the front barely moved while a further million casualties accumulated.

Korean Armistice Signed

The armistice froze a division that has now lasted seventy years, sustained by a mutual defence treaty, forty thousand American troops and eventually nuclear weapons on the northern side. A stable standoff can be more durable than most settlements, precisely because nobody can afford to test it.

Both Korean regimes were authoritarian, both claimed to represent the whole nation, and neither faced any domestic check on going to war. Where no institution can restrain a leader's judgment about national unification, the decision rests on one man's reading of his patron's willingness.

Pusan Perimeter Held

Truman committed American forces without asking Congress for a declaration of war, calling it a police action under United Nations authority. That precedent has governed every subsequent American conflict, and the constitutional argument it opened has never been settled.

Inchon Landings

The stated objective had been to restore the status quo at the parallel, which Inchon achieved within a fortnight. What followed was a decision to pursue a different and larger aim, taken with little public debate. War aims expand when victory makes expansion look cheap.

UN Forces Cross the Parallel

The General Assembly authorised the advance under the Uniting for Peace procedure, giving a political cover the Council could no longer supply once the Soviet delegate returned. Institutional procedure was used to widen a war, which was not what the mechanism's designers had in mind.

China Enters the War

China entered a war a year after a civil war, with an economy in ruins, and mobilised through mass campaigns that also served to consolidate the new regime at home. External conflict was used to complete an internal revolution, and the two purposes were pursued together.

MacArthur Dismissed

Truman was deeply unpopular and MacArthur was received with parades, and the president acted anyway. Civilian control of the military was affirmed at a heavy political cost, which is what makes it a genuine constitutional moment rather than a routine personnel decision.

Armistice Talks Begin

The talks stalled for eighteen months over whether prisoners must be repatriated or could choose, with the United States insisting on choice because many Chinese and North Korean prisoners refused to return. A war continued over a question of individual rights, which is unusual and revealing.

Korean Armistice Signed

Both Koreas were authoritarian in 1953 and one became a democracy over the following four decades while the other became a hereditary dictatorship. Two halves of one nation with identical starting conditions produced the sharpest available natural experiment in institutions.

Sixteen countries eventually contributed combat forces under a unified command that was American in everything but name. Multinational operations require someone to actually command, and the Council's device of delegating to a lead nation has been used in every authorised operation since.

Inchon Landings

The operation required assembling shipping, marines, air cover and intelligence across the Pacific in under a month. That the American system could do so reflected institutional capacity built during the previous war and not yet dismantled, which was the war's real inheritance.

UN Forces Cross the Parallel

Warnings passed through the Indian ambassador in Beijing were discounted partly because the channel was thought unreliable and the messenger sympathetic to China. Deterrence depends on a signal being believed, and choosing an intermediary the recipient distrusts defeats the message.

China Enters the War

Calling the forces People's Volunteers was a legal fiction allowing both sides to fight without a declared state of war, which kept the conflict bounded. That device preserved the possibility of an armistice and made escalation to general war avoidable.

MacArthur Dismissed

The Senate hearings that followed produced Bradley's judgment that widening the war would be the wrong war, in the wrong place, at the wrong time, with the wrong enemy. Institutional review settled the strategic argument more durably than the dismissal itself.

Armistice Talks Begin

Panmunjom developed procedures that have outlasted the war by seventy years: a neutral site, a demarcated village, agreed formats, and a supervisory commission. Negotiating machinery built in an emergency became the permanent interface between two states still technically at war.

The Military Armistice Commission and the Neutral Nations Supervisory Commission still meet, and the demilitarised zone is administered by rules agreed in 1953. An arrangement designed as temporary has functioned as a permanent regime for seven decades without a peace treaty.

North Korea Invades

An organisation founded five years earlier authorised force against an aggressor, which is exactly what the Charter had envisaged and what everyone expected never to happen. For one summer, collective security operated as designed, and the circumstances that allowed it never recurred.

Pusan Perimeter Held

Troops from Britain, Turkey, Ethiopia, Colombia and a dozen others fought under a United Nations flag, giving the enterprise a legitimacy an American expedition would have lacked. The collective character was politically essential even where it was militarily marginal.

Inchon Landings

The Council had authorised assistance to repel the attack and restore peace and security in the area, wording that was about to be stretched a very long way. Mandates written in general terms are interpreted by whoever holds the forces, which is a lasting problem for collective authorisation.

UN Forces Cross the Parallel

Reunifying Korea by force went well beyond repelling aggression, and several allies including Britain and India objected that the mandate did not extend so far. The limits of an authorisation were contested by the coalition itself, and were then exceeded anyway.

China Enters the War

Two great powers fought each other's armies for two and a half years without ever being formally at war, and both accepted the pretence because it limited the conflict. International society tolerated a transparent fiction because the fiction was doing valuable work.

MacArthur Dismissed

Allies contributing forces had objected strenuously to any extension of the war to China, and their views weighed in Washington. A coalition operating under international authorisation constrains its leading member, which is part of what such authorisation costs and buys.

Armistice Talks Begin

The repatriation dispute was argued in terms of the Geneva Conventions, with each side claiming the law supported its position. That two adversaries in a bitter war conducted their central disagreement as a legal argument says something about how far the conventions had been absorbed.

Washington read the invasion as a probe directed by Moscow, part of a global communist design, rather than as a Korean civil war with Soviet consent. That interpretation produced NATO's militarisation, a tripled defence budget and the whole architecture of containment.

Fighting under a blue flag for the first time made the war a test of whether the new organisation meant anything, and both sides understood the stakes in those terms. What the intervention signified shaped how far Washington was prepared to go for a peninsula it had recently written off.

Inchon Landings

Inchon transformed MacArthur into a figure whose judgment appeared beyond question, in Washington as much as in Tokyo. The authority that victory conferred is why his subsequent assessments about Chinese intervention were accepted when they should not have been.

UN Forces Cross the Parallel

Once the enemy was understood as international communism rather than as North Korea, no natural stopping point existed short of the border. The framing that had justified intervention also made restraint look like appeasement, and it carried the advance to the Yalu.

China Enters the War

Fighting the United States to a standstill established the new China as a power that could not be dismissed, which mattered enormously to how it was regarded across Asia. The war's meaning for Chinese standing exceeded any territorial result.

MacArthur Dismissed

Limited war was a genuinely new idea for a public that had just fought two total ones, and it was deeply unsatisfying. The difficulty of explaining a war fought for a stalemate shaped American politics for a generation and recurred in Vietnam.

Both sides needed an outcome that could be presented at home as something other than defeat, and the length of the talks reflects how hard that was to construct. Wars end when a formula exists that lets each participant describe the result acceptably.
