A perimeter regarded as impassable was breached in multiple places by a force whose capability had been comprehensively underestimated. Around twelve hundred people were killed, most of them civilians, and two hundred and fifty-one taken hostage. Assessments of an adversary's intent and capacity failed together.

The stated objectives were destroying Hamas as a military and governing force and recovering the hostages, and the two have been in tension throughout. Pursuing incompatible aims simultaneously is a recognisable strategic difficulty and it has shaped every decision since.

Urban warfare against an opponent operating from tunnels beneath a dense civilian population is among the hardest military problems there is, and it produces very high civilian casualties whatever the intent. That difficulty is not a defence and it is a fact about the operation.

A week's pause produced releases on both sides and then collapsed, because each party's further demands were incompatible with the other's stated objectives. Ceasefires hold where both sides prefer the pause to fighting, and here only one did at any given moment.

The Court ordered measures and has no means of enforcing them, as it has none in any case. Its orders operate on states that care about the judgment of others, and their effect is political rather than coercive.

The operation proceeded despite public American warnings and a partial suspension of one munitions shipment, which was the limit of the pressure applied. The episode measured precisely how much influence a patron will exercise when it is unwilling to break the relationship.

The agreement was phased so that each stage depended on the previous one, which gave both parties a controlled exit and a way to stop. It broke down in March over the transition to the second phase, which is where such sequencing usually fails.

A ceasefire took effect under American sponsorship after two years in which the territory was largely destroyed and tens of thousands were killed. Wars end when the parties' calculations change or when a patron insists, and here it was substantially the second.

Israeli forces had been redeployed toward the West Bank and the state's attention was on Saudi normalisation, which would have consolidated its regional position while leaving the Palestinian question aside. The attack interrupted a realignment, and disrupting it was among its evident purposes.

The response was calibrated partly to restore a deterrent that the attack had destroyed, in the eyes of Hezbollah, Iran and others watching. Reestablishing credibility after a demonstrated failure is a distinct objective from defeating the immediate opponent.

The campaign proceeded despite explicit American concern about civilian harm, which measured the limits of a patron's influence over a client with an existential framing. Leverage that is never used is indistinguishable from leverage that does not exist.

Qatar, Egypt and the United States mediated because they had channels to parties that would not speak to each other. Intermediaries with access to both sides are a scarce and valuable asset, and small states have built considerable standing on holding them.

South Africa brought the case, which no great power would have done, using a treaty provision open to any party. Legal standing under the Genocide Convention is one of the few instruments available to states without material power.

Closing the Rafah crossing severed the only route into Gaza not controlled by Israel and made Egypt a party to the humanitarian question. Geography determined which third states could be implicated, and Cairo's position became correspondingly difficult.

The timing coincided with an American presidential transition and pressure applied by an incoming administration, which changed the calculation for the party most dependent on that relationship. External pressure moved the parties where two years of mediation had not.

Hamas's military capacity was severely degraded and it was not eliminated, and Israel's regional position was altered in ways that will take years to assess. The outcome resolved neither party's central objective, which is why the arrangement remains provisional.

Israel was in its most severe internal political crisis in decades over judicial reform, with reservists threatening not to serve. Adversaries read domestic division as vulnerability, correctly or not, and it forms part of any account of the timing.

Cutting electricity, fuel, food and water to a population of two million was announced publicly as policy. Whatever the military rationale, measures affecting an entire civilian population engage obligations that apply regardless of what the adversary has done.

Evacuation orders moved hundreds of thousands repeatedly within a territory they could not leave, since the borders were closed on both sides. Displacement without any destination is a distinct category of harm and it has characterised this conflict throughout.

Hostage families organised into a movement that became a significant force in Israeli politics, pressing for deals the government resisted. Domestic constituencies with a direct stake can shift a war's conduct, and this one repeatedly did.

The proceedings were public, argued at length and reported worldwide, which put the evidence and the arguments into general circulation. Adjudication performs an informational function even where it cannot compel, and this was among its clearest examples.

Over a million displaced people had been directed to Rafah as a place of relative safety before operations extended there. Moving a population toward an area and then operating in it is the pattern that has drawn the most sustained criticism from aid organisations.

Hostage releases were broadcast and the images shaped Israeli politics immediately, strengthening the constituency demanding a full agreement. Public pressure operated on the agreement's continuation as much as on its conclusion, and the collapse of the second phase in March was contested domestically in a way the first phase had not been.

Disarmament, governance and reconstruction were all left to later phases, which are the questions on which every previous arrangement has collapsed. Deferring the political settlement is what makes a ceasefire achievable and what makes it temporary.

The border relied on sensors, remote weapons and a barrier rather than on troops, a system designed for efficiency and defeated by simultaneous breaches. Technical solutions to security problems concentrate the risk in a single mode of failure.

Gaza's dependence on external supply for electricity, water treatment and fuel had been built over decades of closure, which meant the siege took effect within days. Interdependence constructed as control becomes an instrument the moment it is withdrawn.

Hospitals became contested sites, with claims about military use and disputes about evidence that no neutral body could adjudicate on the ground. The absence of an accepted verification mechanism meant every incident produced two irreconcilable accounts.

The pause was structured as reciprocal daily releases with aid increases attached, so each day's compliance purchased the next. Incremental design is what makes agreements possible between parties with no trust, and it also makes them fragile.

Provisional measures are ordered on a low threshold, that the rights claimed are plausible, and do not decide the merits, which take years. The procedure was widely misreported as a finding, which it explicitly was not.

Aid entry, medical evacuation and fuel delivery all ran through the crossing, so its closure disabled the humanitarian system at a single point. Systems with one node fail completely when that node is taken, which had been foreseen and warned about for months.

The framework had existed in substantially the same form for months and required a political decision rather than further negotiation. Mediators often have the text long before they have the moment, and their skill lies in recognising when it has arrived.

Monitoring, disputed violations and the sequencing of withdrawal require machinery that did not exist when the ceasefire began. Agreements of this kind survive on implementation structures, and building them after the fact is considerably harder.

Deliberate killing of civilians and the taking of hostages are prohibited absolutely, without exception for any cause. That prohibition is among the least contested rules international society has, and this was the gravest single breach of it in the region in decades.

Collective punishment is prohibited and starvation of civilians as a method of warfare is prohibited, and both provisions were invoked immediately by states and agencies. The law here is clear and its application to the facts has been fiercely contested since.

Proportionality and distinction are the governing principles and both require judgments about anticipated military advantage that outsiders cannot verify. That the rules depend on assessments only the attacking party possesses is a structural weakness in this area of law.

Hostage-taking is prohibited absolutely and the Red Cross was permitted only limited access throughout. The machinery international society maintains for exactly this situation, neutral visits and confirmation of welfare, was largely prevented from operating, and the families concerned were left dependent on whatever the captors chose to release.

The Convention's compromissory clause allows any state party to bring a case, which makes the gravest crime a matter for the whole society rather than only the injured. That design is unusual and it was activated here as intended.

The Court ordered a halt to the offensive in a further set of provisional measures, and the operation continued. That sequence, an order followed by continuation, is what the absence of enforcement looks like in practice.

Three states mediated between parties one of which is not a state, using channels built over years. International society has no formal procedure for negotiating with a party that is not a state, and it conducts such negotiations constantly through intermediaries who have quietly built the channels that formal diplomacy cannot maintain.

International society has been almost entirely absent from the conflict's management, which has been conducted by a handful of states with direct interests. The collective institutions produced resolutions, orders and reports, and the outcomes were determined elsewhere.

The date has become the organising reference in Israeli politics, invoked to explain what followed and to define what security now requires. What an event is understood to have proved about an adversary shapes policy far more than assessments of capability.

Both parties described the conflict in existential terms from the first days, which narrows what either can accept. Where each side understands the other as threatening its existence, the space for a negotiated outcome closes almost entirely.

The casualty figures published by the health ministry in Gaza were disputed, cited, and then largely relied upon by international agencies. Which numbers are treated as authoritative shapes the entire international argument, and the contest over them was itself political.

Each side counted the exchange in its own terms, prisoners against hostages, and the arithmetic of the trade was politically charged for both. What the equivalence was understood to mean mattered as much domestically as the releases themselves.

Invoking the Genocide Convention placed the conflict in the most serious category international law has, and the invocation was itself contested as a political act. What a situation is called determines which obligations others acknowledge.

Rafah had been designated a safe zone in evacuation instructions, and the term's use here recalled the safe areas of Bosnia. Once a designation of safety is followed by military operations, the word loses its meaning for everyone who hears it next.

Both sides presented the agreement domestically as a vindication, which is the standard requirement for any deal to be signed. That both accounts could be sustained simultaneously is what made the pause possible and what made it fragile.

Whether the last two years are understood as a war of self-defence, a campaign of collective punishment, or both, has divided publics and governments profoundly. That disagreement about what happened will shape the region's politics longer than any provision of the ceasefire.
