Founding of the United Nations
1941-1945
Wartime declarations and conferences gradually produced a new international organization designed to combine universal membership with special responsibilities for major powers. Fifty governments signed the United Nations Charter at San Francisco in June 1945, and Poland later joined as an original member. The organization entered into force in October with bodies for security, law, development, human rights, and administration.

The Event
The failure of the League and the scale of the Second World War shaped planning for a stronger organization. United States participation, continuing consultation among the principal Allies, and a mechanism for enforcing Security Council decisions were treated as indispensable conditions.
The United Nations became the central forum of universal diplomacy and a framework for peacekeeping, decolonization, human rights, development, humanitarian action, and international law. Its authority has always depended on member support, while the permanent-member veto preserves both great-power engagement and recurring paralysis.

Atlantic Charter — August 14, 1941
Franklin Roosevelt and Winston Churchill issued principles concerning security, self-government, economic cooperation, and freedom from fear and want. The statement became a reference for later Allied declarations.
Declaration by United Nations — January 1, 1942
Twenty-six governments pledged to employ their full resources against the Axis and not make a separate peace. The declaration first used United Nations as the coalition's official name.
Moscow Declaration — October 30, 1943
China, the Soviet Union, the United Kingdom, and the United States declared the need for a general international organization based on sovereign equality. The statement authorized detailed planning.
Dumbarton Oaks Proposals — October 7, 1944
Allied delegations published proposals for the structure and functions of a new organization after meetings in Washington. Voting in the Security Council remained unresolved.
Yalta Voting Formula — February 11, 1945
Roosevelt, Churchill, and Stalin agreed on the Security Council voting formula that included a permanent-member veto on substantive matters. They also set the date for a founding conference.
San Francisco Conference Opens — April 25, 1945
Delegates from fifty countries met to revise and complete the Charter. Committees considered security, regional arrangements, trusteeship, legal powers, and economic and social cooperation.
UN Charter Signed — June 26, 1945
Representatives of the fifty participating states signed the Charter in San Francisco. Poland signed later and became one of the fifty-one original members.
Charter Enters into Force — October 24, 1945
The Charter entered into force after ratification by the five permanent members and a majority of other signatories. The United Nations formally came into existence.

Realism
Atlantic Charter
Two governments announced principles for a world neither controlled, at a moment when Britain was losing and America was neutral. Declaring war aims early is a bid to shape the settlement before the fighting decides who may shape it. The Charter was an investment in a peace not yet in prospect.
Declaration by United Nations
Twenty-six governments pledged their full resources and no separate peace, which is the only clause in any wartime alliance that really matters. Coalitions fracture when a member settles privately, and Germany's best hope in both wars was exactly that. The commitment was aimed inward.
Moscow Declaration
Four powers announced that a general organisation would be created, and by including China at American insistence they signalled who would run it. The list of signatories was the substantive content. Everything afterwards was drafting, and the drafting followed the hierarchy established here.
Dumbarton Oaks Proposals
Officials produced a workable design for everything except the question that mattered: whether a permanent member could veto action against itself. That was left unresolved because it could only be settled by heads of government, and it concerned the limits of their own accountability.
Yalta Voting Formula
The veto was the price of participation, and everyone knew it. Neither the Soviet Union nor the United States would join an organisation that could order them to act or condemn them for acting. The formula acknowledges that no institution constrains a state which can simply leave.
San Francisco Conference Opens
Roosevelt died thirteen days before the conference opened and it proceeded on schedule, which is a measure of how far the design had already been fixed. Institutions built by great powers do not depend on individuals once the terms have been agreed among the states that matter.
UN Charter Signed
The Charter's opening words invoke the peoples of the United Nations and its operative provisions distribute power among governments. Both are accurate. The document combines an aspiration with an arrangement, and the arrangement is what determined how the institution actually behaved.
Charter Enters into Force
The organisation came into being with the war over, the alliance breaking and the atomic bomb already used. Its security machinery was designed for a world that had lasted about ten weeks. Institutions are built for the situation their founders knew, and arrive into a different one.

Atlantic Charter
Roosevelt secured language on access to trade and raw materials that pointed at imperial preference, and Churchill signed because he needed American entry more than he needed the clause. The terms recorded a transfer of position between a declining power and a rising one, four years before it was completed.
Declaration by United Nations
The alliance combined a capitalist democracy, a colonial empire and a communist dictatorship, states with nothing in common but a shared enemy. That is what balancing against a bid for hegemony produces, and it is also why the coalition dissolved almost immediately once the enemy was gone.
Moscow Declaration
Sovereign equality was proclaimed in the text and contradicted by the structure being planned, in which four states would hold permanent seats and vetoes. The declaration reconciled a principle with a distribution by asserting both, which is what the Charter itself would eventually do.
Dumbarton Oaks Proposals
The Soviet and Western delegations met separately from the Chinese because Moscow was not at war with Japan, an ordinary alliance complication with lasting effects on the drafting. Institutions are built inside the alignments of the moment, and this one carried them into its permanent structure.
Yalta Voting Formula
The compromise distinguished procedural votes, where no veto applied, from substantive ones, where it did. That line encoded the underlying reality: the organisation could discuss anything and could compel nothing against a great power. The Charter was written to fit the distribution rather than to alter it.
San Francisco Conference Opens
The conference met as Soviet and Western forces converged in Germany and disagreements over Poland were already open. The organisation was being founded by an alliance visibly dissolving, and its architecture assumed a great-power unity that had perhaps two years left.
UN Charter Signed
Chapter VII gave the Security Council genuine enforcement powers, including force, which the League never had. Those powers could only be used with the agreement of five states that would spend the next forty-five years disagreeing. The capacity existed and the political condition for using it did not.
Charter Enters into Force
Within three years the Council was deadlocked, and the practical business of security moved to alliances outside the Charter. NATO and the Warsaw Pact did the work the Council could not, which is where capability and willingness actually coincided during the Cold War.

Atlantic Charter
Self-government for peoples deprived of it, freedom from fear and want, improved labour standards: the Charter defined the war's purpose in terms of what people should be able to expect from their governments. Framing an interstate conflict as a defence of domestic conditions was deliberate and consequential.
Declaration by United Nations
Signatories subscribed to the Atlantic Charter's principles as a condition of joining, which meant the Soviet Union formally endorsed self-government and freedom of religion. Requiring public commitment to values a member does not hold creates a standard it can later be measured against, awkwardly.
Moscow Declaration
Committing to a general organisation open to all peace-loving states, in the middle of a war, was a bet that the Allies could avoid the American retreat of 1919. Announcing the intention publicly and early raised the domestic cost of later abandoning it, which was precisely the intention.
Dumbarton Oaks Proposals
Publishing the proposals invited public comment, and the smaller states and American civil society responded with detailed criticism about human rights, the assembly's powers and the veto. That consultation shaped the final Charter more than the great powers had expected opinion to.
Yalta Voting Formula
Smaller states objected strenuously at San Francisco and were told plainly that there would be no organisation without the veto. Faced with an institution containing an obvious inequality or no institution at all, they chose the first. That bargain has been renegotiated in rhetoric ever since and never in fact.
San Francisco Conference Opens
Fifty delegations, hundreds of amendments and nine weeks of committee work substantially altered the great powers' draft, adding human rights language, an economic and social council and stronger assembly powers. Multilateral process changed the outcome, which the drafters had not entirely intended.
UN Charter Signed
Human rights appear in the preamble and in seven articles, and the Charter created machinery that produced the Universal Declaration three years later. Whatever the great powers intended, they wrote into the founding text a principle that would be used against members including themselves.
Charter Enters into Force
The Assembly gave every state a vote and a platform, and as decolonisation proceeded that body's composition changed beyond recognition. An institution founded by fifty-one states now has nearly two hundred, and the shift transformed what international opinion meant.

Nothing was signed and no obligation was created, yet within months other governments were formally adhering to the text. A declaration that is easy to endorse accumulates signatories, and accumulated endorsement becomes a reference point that later negotiations must work from.
Declaration by United Nations
Roosevelt's choice of United Nations as the coalition's name, reportedly settled with Churchill in a Washington bedroom, later transferred to the permanent organisation. Continuity of a name from wartime alliance to postwar institution carried an implication about who the founders were and what they had earned.
Moscow Declaration
The declaration authorised detailed planning rather than settling anything, sending the question to officials who spent a year on structure and voting. Separating the political commitment from the technical design is what allowed both to succeed, and it is the opposite of how 1919 proceeded.
Dumbarton Oaks Proposals
Two months of expert negotiation on a full institutional blueprint before any conference is exactly what the 1933 economic conference lacked. Arriving at a summit with an agreed text and one open question is a procedure designed to produce agreement rather than to expose disagreement.
Yalta Voting Formula
The veto guaranteed paralysis in exactly the cases where action mattered most, and it also guaranteed that the great powers stayed inside rather than walking out as Japan, Germany and Italy had. An institution's design often trades effectiveness for durability, and this one chose durability deliberately.
San Francisco Conference Opens
Twelve committees worked simultaneously on security, trusteeship, the court, economic cooperation and the assembly's competences, with a steering committee resolving conflicts. Handling a document of this scope required procedural machinery as sophisticated as the institution being designed.
UN Charter Signed
Alongside the Council sit the Assembly, the Secretariat, a court, an economic and social council and a trusteeship system: a differentiated organisation with distinct functions rather than a single body. That architecture let parts of it work while the security function was blocked.
Charter Enters into Force
Peacekeeping appears nowhere in the Charter and was invented at Suez eleven years later, then used repeatedly. The most useful thing the organisation does was improvised outside its text. Successful institutions develop practices their founding documents never contemplated.

Atlantic Charter
Two states set out principles for the society of states as a whole, on their own authority, and were largely accepted as entitled to do so. That presumption is what great-power responsibility looks like in practice: leadership exercised by declaration and validated by others choosing to follow.
Declaration by United Nations
The declaration was open to accession, and by 1945 forty-seven states had joined, which made signature the entry ticket to the founding conference. Membership in the coming order was defined by having taken part in the war, and that criterion shaped the institution for decades.
Moscow Declaration
Four states declared that international society required a permanent general institution based on the sovereign equality of its members. Coming from the powers least bound by equality, the statement is revealing: even a directorate finds it necessary to speak the language of membership.
Dumbarton Oaks Proposals
The proposals were noticeably thin on human rights, decolonisation and economic cooperation, reflecting the great powers' view that the organisation was primarily for security. Smaller states forced those subjects in at San Francisco, expanding what international society would regard as its business.
Yalta Voting Formula
Formalising special rights for five states wrote great-power responsibility into law rather than leaving it to custom, as the Concert had. That is a real change: privilege became constitutional, with duties attached, and the permanent members have been arguing about the duties ever since.
San Francisco Conference Opens
Latin American, Asian and Commonwealth delegations pressed successfully for the Charter to address human rights and self-determination, subjects the great powers had preferred to leave out. The society's agenda was widened by its smaller members, which is unusual and worth noticing.
UN Charter Signed
Article 2 codifies sovereign equality, non-intervention and the prohibition on the use of force, converting long-standing practices into written obligations. The Charter is the closest thing international society has to a constitution, and it is cited as one by states that routinely breach it.
Charter Enters into Force
The Charter made the prohibition on force a general rule with narrow exceptions, which had never been the position of international law before. Whatever the record of compliance, the presumption shifted, and states now argue about whether their wars are lawful rather than asserting a right to make them.

Atlantic Charter
Churchill did not think self-government applied to India and Roosevelt thought it applied everywhere, and both signed the same sentence. Independence movements across Asia and Africa read the American version and quoted it back for twenty years. The text escaped the intentions of one of its authors.
Declaration by United Nations
Calling an alliance the United Nations described a coalition of governments as though it were a union of peoples, which is a considerable rhetorical reach. The name did work: it made the wartime combination feel like the beginning of something rather than a temporary expedient.
Moscow Declaration
Including China among the great powers was an American decision resisted by Churchill and Stalin, and it reflected Roosevelt's view of what the postwar world should look like rather than any measure of Chinese capability. Categories of status are conferred as much as earned.
Dumbarton Oaks Proposals
Naming the estate where officials met after the discussions gave the proposals an identity that carried through the debates that followed. The postwar order was designed in a Washington mansion and a New Hampshire hotel, and the settings have become part of how the period is understood.
Yalta Voting Formula
Three men settled the constitutional structure of postwar international organisation in a Crimean palace while the war was still being fought, and the image of Yalta has stood for great-power settlement over the heads of everyone else. The symbolism has outlasted most of the substance.
San Francisco Conference Opens
Non-governmental organisations attended as consultants at American insistence and lobbied hard for the human rights provisions, and Article 71 gave them formal standing. A category of international actor was recognised here that had not previously existed in any charter.
UN Charter Signed
Poland signed later and was still counted among the fifty-one originals, a small accommodation that mattered to how the founding was narrated. Institutions care about their origin stories because membership from the beginning confers a standing that later accession does not.
Charter Enters into Force
United Nations Day still marks the ratification, and the organisation has cultivated a symbolic identity of blue helmets, a flag and a headquarters on international territory. That apparatus sustains a belief in a community of nations, which the institution's actual record would not support on its own.
